Sunapee posts 2011 Town Warrant articles

The Sunapee Town Warrant articles for 2011 are now available on-line. The warrant’s 24 articles address funding for an upgrade of the waste water treatment plant, a $5.8 million town operating budget, and various capital reserve funds and equipment purchases for town departments. This draft of the warrant does not include the specific zoning amendments, the selectmen’s recommendations on money related articles, and other information yet available and to be included in the final town warrant.

The Sunapee town budget hearing will be held on Tuesday, January 11 at 7 pm at the Town Hall (Meeting Room), Edgemont Road.

Sunapee is a Senate Bill 2 (SB2) town; it conducts Town Meeting in two parts — a deliberative session followed by a voting session. The town’s deliberative session will be held Tuesday, February 8 at 7 pm at the Sunapee Middle High School, North Road. Voting will be held on Tuesday, March 8 from 8 am to 7 pm at the Sherburne Gym, Route 11, Sunapee.

TOWN OF SUNAPEE TOWN WARRANT
THE STATE OF NEW HAMPSHIRE

TO THE INHABITANTS OF THE TOWN OF SUNAPEE, County of Sullivan, in the State of New Hampshire, qualified to vote in Town Affairs:
You are hereby notified to meet in the Sunapee Middle High School Gymnasium, located on North Road, in said Sunapee, on Tuesday, the 8th day of February, 2011, at 7:00 pm for the deliberative portion of the annual Town Meeting, to discuss Articles ___ thru ___ and to amend, if deemed appropriate, Articles___ through ___, hereinafter set forth.  Final voting action on all articles shall take place by ballot on Tuesday, the 8th day of March, 2011, at the Sherburne Gymnasium, Route 11, in said Sunapee.  The polls shall be opened from 8:00 am to 7:00 pm.
Article 1: To choose all necessary Town Officers for the ensuing year.
Article 2: Are you in favor of adoption of Amendment No. 1, proposed by the Planning Board for the Town Zoning Ordinance as follows:
Article 3: Are you in favor of adoption of Amendment No. 2, proposed by the Planning Board for the Town Zoning Ordinance as follows:
Article 4: Are you in favor of adoption of Amendment No. 3, proposed by the Planning Board for the Town Zoning Ordinance as follows:
Article 5: Are you in favor of adoption of Amendment No. 4, proposed by the Planning Board for the Town Zoning Ordinance as follows:
Article 6: Are you in favor of adoption of Amendment No. 5, proposed by the Planning Board for the Town Zoning Ordinance as follows:
Article 7: To hear the reports of the Selectmen, Treasurer, Auditors, Committees, and/or other officers heretofore chosen.
Article 8 ~Are you in favor of the Town upgrading the Wastewater Treatment Plant as follows:
  • Raising and appropriating the sum of up to $2,800,000 for the construction and supervision engineering of a Wastewater Treatment Plant Upgrade.
  • Authorizing the issuance of $2,800,000 of bonds or notes in accordance with RSA 33, the Municipal Finance Act.
  • Authorizing the Board of Selectmen to issue and negotiate such bonds and/or notes and to fix the date, maturities, denominations, interest rate and other details of said bonds or notes.
  • Authorizing the Board of Selectmen and the Water and Sewer Commission to apply for, accept and expend grants of other funds that are available for such purpose, together with authorization to incur indebtedness in anticipation of receipt of such grants or other funds pursuant to RSA 33:7-b.
  • Without impairing the general obligation of the Town to repay such bonds, the Water and Sewer Commission will collect through sewer user fees, amounts necessary to support repayment of 100% of the project cost.

Article 9: Are you in favor of the Town raising and appropriating, as an operating budget, not including appropriations by special warrant articles nor other appropriations voted separately, the amounts as set forth on the budget posted with the warrant or as amended by vote of the first session, for the purposes set forth therein totaling $5,806,778?  Should this article be defeated, the default budget shall be $__________which is the same as last year, with certain adjustments required by the previous action of the Town of Sunapee or by law; or the governing body may hold one special meeting, in accordance with RSA 40:13, X and XVI, to take up the issue of a revised operating budget only.
Article 10: Are you in favor of the Town raising and appropriating the sum of $165,000 to purchase and equip a new truck for the Highway Department, authorizing the withdrawal of up to $165,000 from the Highway and Transfer Station Capital Reserve fund,  as established by Article 29 of the 1989 Town Meeting and as amended by Article 14 of the 2004 Town Meeting, authorizing the sale or trade-in of the truck (H2), and authorizing the use of said trade-in or sale to reduce the amount withdrawn from said fund?
Article 11: Are you in favor of the Town raising and appropriating the sum of $36,500 to purchase a sidewalk tractor/mower for the Highway Department, authorizing the withdrawal of up to $36,500 from the Highway and Transfer Station Capital Reserve fund,  as established by Article 29 of the 1989 Town Meeting and as amended by Article 14 of the 2004 Town Meeting, authorizing the sale or trade-in of the existing sidewalk tractor/mower (H-14), and authorizing the use of said trade-in or sale to reduce the amount withdrawn from said fund?
Article 12: Are you in favor of the Town raising and appropriating the sum of $25,000 to be added to the New Library Capital Reserve Fund, as established by Article 11 of the 1999 Town Meeting?  _________________ by the Board of Selectmen
Article 13:  Are you in favor of the Town raising and appropriating the sum of up to $50,000 to clean and line the concrete storage tank on Harbor Hill and to authorize the withdrawal of said funds from the Water Department Capital Improvement Fund Balance, and authorizing the use of any available grant monies to defray the total cost of the repairs to said concrete tank? This will be a non-lapsing appropriation per RSA 32:7, VI and will not lapse until the work is completed or December 31, 2012, whichever occurs first.
Article 14: Are you in favor of the Town raising and appropriating the sum of $87,000 to be added to the Fire Apparatus Capital Reserve Fund, as established by Article 33 of the 1984 Town Meeting?
Article 15: Are you in favor of the Town raising and appropriating the sum of $137,300 to be added to the Highway and Transfer Station Equipment Capital Reserve Fund, as established by Article 29 of the 1989 Town Meeting and as amended by Article 14 of the 2004 Town Meeting?
Article 16: Are you in favor of the Town raising and appropriating the sum of $25,000 to be added to the Town Bridges Capital Reserve Fund, as established by Article 25 of the 2001 Town Meeting?
Article 17: : Are you in favor of the Town raising and appropriating the sum of $25,000 to be added to the Town Buildings Maintenance Capital Reserve Fund, as established by Article 17 of the 2010 Town Meeting?
Article 18: Are you in favor of the Town raising and appropriating the sum of $385,000 to purchase and equip a pumper truck for the Fire Department; authorizing the withdrawal of up to $385,000 from the Fire Apparatus Capital Reserve Fund, as established by Article 33 of the 1984 Town Meeting; authorizing the sale or trade-in of the existing pumper truck; and authorizing the use of said trade-in or sale to reduce the amount withdrawn from said fund?
Article 19: Are you in favor of the Town raising and appropriating the sum of  $15,000 to be placed in the Conservation Commission Fund, to be used for the acquisition and improvement of property, easements, and other interests in land within the Town, for the benefit of present and future generations, all in accordance with RSA 36-A? ______________ by the Board of Selectmen
Article 20: Are you in favor of the Town raising and appropriating the sum of $100,000 to pay an additional principal payment on the Note for the Safety Services Building, and authorizing the withdrawal of that sum from the Hydroelectric Revenue Fund as established by Article 38 of the 1987 Town Meeting, for capital expenditures benefiting the Town?
Article 21: Are you in favor of the Town raising and appropriating the sum of $600 to be added to the Cemetery Expendable Trust Fund, as established by Article 43 of the 1989 Town Meeting, and as amended by Article 33 of the 1991 Town Meeting, under the provisions of RSA 31:19(a) for the general maintenance and care of burial lots of the Cemeteries, and to authorize the transfer of said sum from the December 31, 2010, General Fund balance?  __________ by the Board of Selectmen
Article 22: Are you in favor of the Town raising and appropriating the sum of $5,000 to be placed in the Milfoil Control Non-Capital Reserve Fund, as established by Article 16 of the 2002 Town Meeting? ____________ by the Board of Selectmen
